Having finally put to rest the question of Field Day "novices", perhaps now
is a good time to consider the effect of restructuring in another contest,
the 10 meter contest.
The 28300-28350 kHz "no-contest" zone rule, while never or hardly ever
enforced, was there because a large group had only 200 kHz of HF allocations,
and it was felt that they should have some space to operate free of contest
QRM.
Now that the only thing holding these people back from full HF privileges is
a bit of paperwork, is it not time to get rid of the "no contest" zone in the
10 meter contest?
