What software are you and/or your friend using? I used CT 9.7 during the
IARU and had no trouble with either the generated Cabrillo file nor sending
it to HQ, even with the Hq letters. (I had a different problem with the log
that was my screw-up, and the robot took the correction without a hitch too)

Subject: [CQ-Contest] Sending in email Cabrillo logs--pffuth
A nice ham converted my IARU contest logs to Cabrillo for me . I sent them
in by emai to IARUHF@iaru.org as per instructions.
First I got back an automated statement saying that the site was not
accepting such messages.
A little later I got another automated message from ARRL saying my log was
in there, but there are problems... the ROBOT does not accept the HQ
letters instead of numbers! This is way too much trouble, still, even with
help. I like to operate radios, not computers. A pox on the whole thing
today. 73,
