Sorry Barry, but you ARE using the top 3 kHz (or more, depending on your signal's spectral purity) when your dial reads 14,347.0 (for example).
It is called your sideband, and is your signal. Same goes for LSB, obviously, in the other direction. The argument that this out of band transmission
doesn't interfere with anyone sounds rather disingenuous. Part 97 says we have to keep all our signal within the band(s) we are assigned. The frequency readout only reads the frequency of the (suppressed) carrier, not the modulation products. I did receive an OO report about
10-12 years ago for doing just this very thing in the heat of a contest. Believe me, I haven't done it again, and did pass up on a few juicy mults that
were far too close to the band edge this time around. In fact, I usually use 5 kHz as my limit, knowing how foggy I can get with lack of sleep,
but it's still easier than watching out for the 'pig farmers'. ;^)
