I could not believe that, so I checked english JARL page at
http://www.jarl.or.jp/English/4_Library/A-4-3_Contests/2004AA_Rule.htm
and it is clearly written as

03. ENTRY CATEGORIES:
(1) Single Operator Single Band
a: Asian stations.................High Power, Low Power
b: Non-Asian stations.........High Power only

(2) Single Operator Multi Band
a: Japanese(JA) stations........High Power, Low Power, Junior, Silver
b: Asian stations.......................High Power, Low Power
c: Non-Asian stations...............High Power only

George is correct. No low power category for NON Asians.
I do not know why such rule was made.
You should ask to have LP category for NON Asians on summary sheet.
I'll ask to JARL person why this rule was made.
