Actually, sending in the log, or not, has nothing to do with it.

The database used to check the SS logs actually derives the exchange
information by looking at the received data logged by the logs submitted.

I don't know the callsign for the station in question, but I am sure
that if I knew it, I would be able to find many QSOs with that 
station in the various logs received.  I can probably guess what
two exchanges were being sent as well.  I would also see a few cases
where the informatoin was not copied correctly.  Typically, I would
see a 5 or 6 percent error rate for that.

Since it is possible that someone changes their data during the contest
(like if their amp blows up and they are now A power), the log checking
program will look carefully at the distribution of the difference exchange
information found for each station.  If it sees a distribution that suggests 
the sent information was not consistent, then that station will not be
used in the exchange check portion of the log checking process.  I 
would assume that this will happen for the station in question.  

Note that everything I just talked about happens whether or not the log
is sent in.
