Maybe, but I seriously don't think so.  If you construct a "limited"
category, it will almost certainly come to be dominated by a select small
handful of "super operator/stations" whose competitive juices simmer over a
rule which says "Everything not specifically prohibited is mandatory".  

These operators could relax in place, knowing that their 'run-of-the-mill'
competitiors are hobbled ala "Harrison Bergeron". Newcomers could not be
competitive because the "top ten" in this limited category would become
static in short order, populated by egos who no longer need fear "the next
breakthrough" in station configuration or other technical advance.
