Pardon me, but this is stupidest reasoning by ARRL.
You look at the purchasing power and not the number of handhelds.
One IC7800 =  50 handhelds/shacks on the belt 
One contester = 6 x IC7800 (plus extra junk) = 300 SOTB  (plus extra rubber 
duck)
No brainer, except by ARRL.
I just made my last QSO in ARRL 160 test
Looking forward to all CQ contests, I might even go RTTY and VHF.
