[CQ-Contest] Sprint CW , more than twice a year

Some interesting comments.

Please note that tho, I ask for only one vote per planned sprint
participant, you can go out to sprint_vote and view the statistics any
time.

So far it appears we are split on date preference, want to try 100W,
and want to leave the multipliers as they are.
