The ARRL tried to go to an international format 25 years ago (or more). They quickly changed back. Remember ARRL is the National Society for the USA and represents RAC (Canada) by agreement for the ARRL Contests. Makes sense that the ARRL showcases working USA and Canada just like The Swiss or Polish contest.
