Actually stu's message proves just the opposite.  The word is getting around
that ua9s/t/w are zone 16 and will be scored like that, even though they may
be in asia.

Now, the other message that says some of them still sent 17 shows that some
ua9's aren't following the contest rules that clearly state that they are in
zone 16.
