I wonder why manufacturers bother to give a rise and fall
number that is so far off??

Do you think they count rise and fall times as the sum of
both rise and fall, rather than the rise time and fall time?

By the way, the shape is as much or more important than the
actual rise and fall. The Orion was not especially clean at
any setting until they corrected a little knee at the very
top of the leading edge of the envelope where the ALC kicked
in.

We have to watch the sharp slope changes as much as the
time.
