CQ WW does enforce it, but you may need
to call it to their attention to check. This was most
obvious when an SOSB station was turning in mults
equivalent to the top multi-multi's. After not catching
it the first year, I complained and they subsequently
changed his category to SOSB (A). This would be
much more difficult to spot in SOAB scores, but the
log checking computers and a comprehensive
database can do some amazing things, which I'll
leave unmentioned for obvious reasons.
