[CQ-Contest] Real-time score reporting

I've sort of lost sight of the effort to develop a standard XML format for 
real-time score reporting.  Last I heard a second generation had been 
successfully tested in CQWWCW, and then silence...

I'm just concerned that we not lose sight of the desirability of a common 
format that both contest logging software authors and creators of scoring 
websites can agree on and work to.
