Cabrillo is a reporting system, not an adjudicating
system.  As such, its' primary job is to report what
the station did.

Why?  Because different event sponsors treat things
differently.  For instance, in Field Day you may work
a station once-per-mode.  Try that in a VHF contest
and you get 0-points for the second attempt.  Even so,
both attempts will appear in the Cabrillo.

The logging software writer will "locally adjudicate"
(figure score based on its' application of the rules)
and the Cabrillo-receiving organization will
"universally adjudicate" (be the final authority in
applying rules to the submission).
