Seems pretty clear to me, at least at first blush. But then what about
multi-op? Each operator cannot (or should not) send his own license year,
which would make for a lot of confusion. So it is probably better to send the
year of first license of the station owner -- but if that owner has changed
call signs should the year be that of the date of his first amateur license
or the issue date for that specific call sign?
And then you have club stations, and club stations with multiple operators.
And the one area where I am especially happy to hear the year of the station's
first license (as opposed to the operator) is for University Club stations.
Nice to hear those very early 1900s numbers! And soon it may be
necessary to send four digits when a new op could be sending 17 for
2017 and a club station could be sending 17 for 1917.
The point is, the devil is in the details of the interpretation.
Just a little light-hearted look at the implications and the details, so maybe
the "right" answer is not so clear after all! ;-) At least not
in every situation.
