You are just in the wrong part of the country.  That price seems reasonable
for rural property (without the tower) up here.  There will probably be some
costs before it could be turned into a home site, probably rezoning, and
septic system design and installation... and the building looks a bit
rundown but probably serviceable for a part time station or conversion to a
garage.  One thing to keep in mind about that building, is where it is it
has to be able to handle the ice that may fall off that tower... which may
be substantial up here in the north east.  And while that tower may be good
for a 160m yagi on top, its probably not worth much for ham use unless you
want a lot of side mounted fixed stacks.
