[CQ-Contest] Busted packet spots

At 1349 on Sunday, I was mis-spotted in Europe as N4ZL, with "WV" in the 
comments.  In the next 11 minutes, 7 of the 13 people who called me were 
dupes.  It occurs to me that looking for similar clusters of dupes around 
packet busts would be one way to spot undisclosed use of packet spots.
