Different categories have been created in the past in response to technological 
changes. 
The idea was that the new technology would have a significant impact on scores. 
In an attempt 
to be fair, new categories were created based on power, number of operators, 
etc.

The same was true for the "assisted" class of entry. Nobody cared how many 
people were 
involved; the crux of the matter is what affect it would have on someone's 
score. Theoretically 
an assisted operator should score higher than "a boy and his radio". Again let 
me repeat...the 
driving force was the efect the technology would have on a score.

So let me ask you....if I have a band map that is being populated by Packet or 
if I have the 
same band map and it's being populated by Skimmer, wouldn't the affect on my 
score be similarly impacted?
I don't see much difference.

Therefore I fall into the camp suggesting that use of Skimmer puts one into the 
assisted category.
