Hi Art. Great question.

I always assumed the "asker" would either call CQ on the QSY freq, or would 
call the "askee." For me, I always call the "askee," but my friend and 
local competitor K5PI always calls CQ there. There are times stations are 
"dual CQing" on  two bands and so when they ask you to QSY, it's to their 
"other" freq.
