It sure does appear tha tthe Ru RTTY contest is trying to b e  secerative about 
the rules.  I found it but took a bit of digging.  Their offical site sure 
doesn't show exchange.  

RU stations  give Oblast Abrev 
World (( WAZ  ?? )) CQZ ?? (one and the same ?? )
