Siggi,

The rope inside the antenna elements was used to dampen the vibration / 
oscillation of the individual element. If left unchecked, the aluminum would 
"work harden" from the constant flexing and eventually break. I don't know 
if this is the howling you are hearing, but you could try this trick to see 
if it helps your situation.

My 4 el. 20 meter monobander is howling when the wind blows. What is
everyone doing to eliminate vibration/howling in their beams ?

Maybe the old HyGain trick of putting rope inside the elements ?

And yes, the ends of the elements and boom are plugged.
