HQ / band mult is a bad idea. HQ meaning 12 simultaneous TXs across a 
country is a bad idea, too. exactly for the same reason you gave.

HQ should be 1 station, counted onceas mult and life would be back to 
normal. Even DA0HQ couldn't make a difference by making 1000 DL QSOs in 
midsummer on 160m. :-)
