I really like this line:

"It does NOT say to work as many K/VE stations as possible. K/VE stations can 
work anyone for credit. DX stations cannot send in logs, but they can be worked 
by K/VE stations for credit."

I think the international aspect is important and fun, which is part of the 
reason I like to hand out a few QSOs in the Reg 1 FD. Disaster's don't always 
respect borders...
