The submission can in fact be totally different from what was sent as the
exchange over the air...........

Here is the official response on this question from the ARRL

We routinely allow logs that submit with a more inclusive category, even if
they sign a different precedence during SS.

Example: Bob, W1ABC works 79 sections without using packet, and signs A
during SS. Needing only VY1, he cannot resist the temptation to use packet
and logs on to DX Summit, finds VY1, and works them.

W1ABC submits his log as Single Op Unlimited (class U), because that is a
true reflection of his operating style.

If W1ABC were to change all of his QSO data in his submitted log from
sending “U” instead of “A” after the fact, every station he worked would get
a bust for “incorrectly” copying his precedence.

In my opinion......

any station that changed his mind on his entry precedence should also then
start giving out the new precedence at that moment for that qso and all that
follow
and the logs for those Q's would reflect that

if someone gives their exchange throughout the whole contest as single op
low power
but then turns the log in as Multi-op
it should be a check log

But my opinion does not count !
