I don't think you've quite addressed the confusion.

Should the first paragraph in 6. read:

Prohibited activities:  For single op in any category, use of
internet-based and/or radio-based spotting systems and chat rooms is
not permitted for the purposes of improving your score.

Or should it read:

Prohibited activities: Use of Internet-based and/or radio-based spotting
systems and chat rooms is not permitted for the purposes of improving
your score, regardless of category.  See limited exceptions below for multi-op.

......

Use of PRIVATE skimmer like devices are permitted for the multi-operator
category only.  Any skimmer like devices (including PRIVATE reverse
beacon network devices) must be located within 100 km of other
devices (such as transmitters). Use of skimmer and remote beacon
networks generally available over the internet is prohibited for all
classes.

Inquiring minds want to know.
