Glenn, I wouldn't be too sure of that.
 
The amateurs (I refuse to call them "gentlemen") in question have a lot of 
enemies.  Some of whom are also anti-contest.  Just check the forums on QRZ.COM 
and you'll see what I mean.
 
I wouldn't put it past someone who had an ax to grind with the VE7 in question, 
who was also anti-contest, to have had a hand in this.
 
Ultimately, even with the fine detective work that I know K1TTT can do with the 
cluster logs, we may never know.  And at this point in time, there may be 
nothing more that can, or should, be done about it.  
 
If the perpetrator was looking for our attention... he got it.  Let's not give 
him any more.  IMHO.
