[CQ-Contest] Low Power scoring in ARRL DX, Nov SS and CQ WPX

The ARRL announced the addition of Low Power categories for Multi-Single  
and Single-Operator Assisted for the ARRL DX and November Sweepstakes  
contests.  (CQ WPX already recognizes SO Assisted LP.)
WRTC-2014 will handle these as follows:
- Multi-Single Low Power scores are multiplied by 0.9
- Single-Op Assisted Low Power scores are multiplied by 0.8 (not 0.8 x 0.9  
= 0.72)
The Category Hierarchy is updated to include these two new categories (and  
to show the original Multi-Single and Single-Op Assisted as High Power).  
The WRTC 2014 Team Selection Criteria document is amended as follows:
Section 2:  Added MS LP to the table of Category Weighting  Factors.  Also, 
the phrase "2)    All Assisted scores are  calculated as High Power (i.e., 
there is no low power Assisted)." is replaced  with "2)  Single Op Assisted 
scores are divided into HP and LP for  ARRL DX and SS, and are grouped 
together in all other contests that do  not list power levels."  

Section 5:  The Category Order is revised to:
1)    MM  
2)    M2  
3)    MS (only HP in ARRL  DX, SS) 
4)    SO Assisted (only HP  in ARRL DX, SS, CQ WPX) 
5)    SO HP (AB or SB) 
6)    SO Single Mode HP  
7)    MS LP (ARRL DX, SS  only) 
8)    SO Assisted LP (ARRL  DX, SS, CQ WPX only) 
9)    SO LP (AB or SB)  
10) SO Single Mode LP  
11) SO AB QRP 
Appendix 1:  Added a column for MSLP (no new column needed for SO(A)  LP).
