A quick reading of FCC Part 97 does not reveal any language in prohibition, 
provided proper licensing or appropriate reciprocal licensing agreements.

"Anything not prohibited is mandatory."

PPS: CQ Magazine is not a PTT. Neither is IARU or ARRL.
