Hi Ken

The following may help you narrow your search.

I have the Jul 1949 issue of QST in my hands.  I think it's the earliest 
one I have.  It says:

UTWY is one section
MN is one section
Philippines is not shown in the Section list
Hawaii is listed as a Section in the Pac Division
KH0, KH2 etc are not shown in the Section list
SB, ORG, are not shown in the Section list
SCV, SJV are listed as Sections in the Pac Division
