I suppose one could internally use the country+exchange as the multiplier:
HH-RCH and HR-RCH.

Unfortunately counting HQ mults is not that simple because there are several
IARU societies that have the same IARU society abbreviation and send the same
exchange. Look up Honduras and Haiti for one example.

Definitely I agree with you, this issue has been fixed from several years from
software developers that didn't check the HQ call sign to qualify the
multiplier
but use the sended exchange , so no matter which call sign had sended it.
