With all due respect to Pete, there are still some of us who like getting the 
certificate in the mail.  I know that there are some who manage the feat almost 
every time, but there are also many of us who don't!
 
If it's practical to make it optional, that is, let someone opt out of a 
printed certificate if they wish, I have no problem with that.
 
And I agree that, again, if it's practical to combine mailings, while playing 
catch-up, do so.  Why, a buck saved here, and a buck there, and soon you might 
even be talking about real money!

For that matter, I think you should stop mailing certificates 
altogether, and just provide links to individual .pdf files. After the
