[CQ-Contest] Brief RBN Outage

Tonight at 2300Z, the RBN will be shut down for a time while we do a 
server upgrade.  This is the first step in a major upgrade program which 
should much improve service.  We estimate the maximum length of the 
outage at approximately 12 hours, but we are hopeful it will be much 
shorter than that.
