The oddity to this contest is that unlike all ARRL and CQ contests in which
states are multipliers, for NAQP  the District of Columbia (DC) uniquely is
counted as Maryland although it isn't in Maryland.  The D.C. boundary was
established in 1791.  NAQP does recognize boundary changes after 1791,
however, such as Maine (separated from Massachusetts in 1820) and my home
contest operating state of West Virginia (separated from Virginia in 1863).
