Most log-checking processes contain the concept of "submitted but
unreliable log". If SM7XYZ only deleted a single QSO, that would not put it
in the "unreliable log" category. If SM7XYZ deleted a large chunk of his
QSO's, it would put it in the "unreliable log" bucket.

Most of the "unreliable log" categorizations are not because of chicanery
but purely recordkeeping SNAFU's. i.e. log was lost early on and contester
started over. Or guy started non-seriously without a contest-specific log
and then decided to get serious and actually start logging.
