Note that in some countries there are more than one "national" radio societies.
This is an IARU contest and the HQ multipliers are IARU-member societies.
The CRSA is the one listed for China on the IARU.org web site.
But, rather than worry about whether one will count or not, log what you hear
and let the contest organizers sort out the details when they check the logs
and figure out what multipliers count. In the DXing world that translates to
WFWL...
