Not even that.
It is not dual nor dueling CQs. It's either Dual Run or 2BISQ to be more
precise (Two Band Synchronized Interleaved QSOs).
This only works with a contstant flow of stations. If you need to
constantly call CQ on a second band, you better focus on just one band.
If you can listen to their audio recordings you'll see that very
occassionally they call CQ (dueling). Ideally it would be done only
once, at the begining of the contest, then all QSOs are finished with TU
+ Callsign.
The station with the largest constant flow of stations will be the one
able to make the higher number of QSOs.
Things like the average callsign lenght of callers, exchange lenght,
onwn's callsign lenght, TX speed, etc, also have an impact in all this.
Not to mention pileup behaviour. That is why running US is always
"smoother" than running EU. I can mention at least one hundred
callsigns from this past weekend of people who, no matter what, kept
transmitting their callsigns endlessly until you made the QSO with them.
It doesn't matter if you were responding to JA5... the IN3... will keep
sending his callsign over and over again.
That really is not something US ops do. Neither do JAs.

OK, this is driving me nuts. The wrong terminology is being used here.
They are NOT dual CQing. That would be a violation of the rules.
DUAL CQing would mean they are CQing at the same time.
Think about "DUAL citizenship"
Think about "DUAL universes"
Think about "DUAL responsibility"
Think about "DUAL ownership"
All of these signify "at the same time."
The correct term for what OO and MJ (and NT and others) are doing is called
DUELING CQs.
First, rig 1 calls CQ (or test or dit-dit), THEN (not at the same time) rig 2
calls CQ.
They go back and forth, as in a DUEL
Think about Olympic fencing
Parry then Riposte
OK, no idea if anyone cares about this but me, but I feel better now.
Thanks for the bandwidth.
