The rules should be that any intentional excursion outside the bands should
result in the log being reclassified as a checklog. Repeated violations can
result in a DQ and ban.

At least that's the way I would do it, given that one op at a multi-op went
down to the non-US phone segment on 40 to tell me to move further away from
his run frequency. Unidentified of course, because he knew he was breaking
the rules.
