Why would this be, Ed? The entire purpose of the prohibition on 3d
party communications is to preclude competition with commercial
telecommunication companies, which are often state-run.. If an operator
signs the call of the station from which he's operating, if there is a
control operator in charge, and if the messages are being sent *on
behalf of* that station, where is the third-party issue?
Before you cite the ARRL's opinion on unlicensed operators at Field Day,
let me be clear that I don't believe they thought this through. If Joe
Unlicensed is operating at N4ZR/3, and he sends "1A MD" to a DX station
without a 3d party agreement with the US, and I'm there serving as the
control op, I contend there is no violation of the third-party rule.
It's a question of content, not the voice (or fist) involved.
