This conversation has perked my interest so will add my 2 cents.
I finally read the CQ FAQ on this. In my opinion if a person
interprets this to mean enter the zone you thing the person is in and
not want was sent you deserve what ever happens to your score from the
log checking. What I read applied to a very specific situation where
it is clear the person is not sending the zone #, such as mistakenly
sending a serial number. It does not apply to the situation where the
ZF9 keyer was sending 7 instead of 8.
While I can find several examples of call signs that you would enter
the wrong zone number if you did it based on their prefix, there is a
big underlying issue to logging based on call sign.
To me the big question if we are to log zone based on call sign why
even have an exchange? Today the RS(T) in meaningless as it is just
599. If the zone is entered based on call sign prefix the computer can
do that. Instead let's just get rid of the exchange all together and
just exchange call signs like you are working a DXpedition. It will
increase rate and give us more time to make more contacts (or possibly
on Sunday to make the doldrums worse as you worked everyone on
Saturday now).
I can't speak for the CQ WW contest people but do know for a contest
I'm involved with, if the ZF9 sends 7 for several QSO's and people
enter it as 7 for those QSO's, the log check software will figure it
out.

        So the advice in the post that was referenced stands, in my opinion.

 I don't write the CQWW rules, nor the FAQ. As an entrant, I do think
it a
 good idea to be familiar with them.

 I don't know why CQWW should be reduced to merely a CW or phone
"copying"
 contest. My computer probably could do that better without me even
being
 present in the shack.

 Part of the competition is applying human knowledge and experience.
"ZF"
 NEVER can be in zone 7. That should make a bell go off, even if one's
 logging program doesn't flag it. One should either correct the entry
or
 query the sender. The objective is to get it right. HOW to get it
right is
 the competitor's choice. Make the wrong choice and lose points --
it's
 part of the competition. Same as knowing to answer the ZS rather than
the
 ZF when both answer my CQ at the same time on 160.

 I am a former Western Union operator and manager. We routinely
corrected
 obvious mistakes and queried back only when we didn't know what it
should
 be. (In my case, in teletype copy; the CW key was only for use if the
 normal lines went down.)

 Dear contesters,

 The CQWWCC is well aware that some guys send what actually is, or
sounds 
 like, differing zone exchanges during the contest.

 This is normally something that we track and is not unique to this
year.

 What we would like to make clear is that the contest is over and you 
 cannot (must not) alter whatever is in your log at this time.

 Please reference our Rules, noting Main section IX and especially
item 
 nine (9):

 IX. GENERAL RULES FOR ALL ENTRANTS:
 9. ?Correction of logged call signs and exchanges after the contest,
by 
 use of any database, recordings, email or other methods, is not
allowed.

 When there is instability in the zone sent, we make adjustments to 
 accommodate for that.
 Recall that we have globally located SDRs and, if in doubt or to
verify 
 instability in what was sent, we just "take a listen."

 In closing, please do not alter what you already have logged.
