Icom has released V1.11 of the IC7610 firmware which fixes the issue.
They did this 10 days after 1.10 was released. This is a remarkably
quick turnaround time for a company its size to respond.
Thanks to Icom for standing behind their product.

This actually broke 5 different programs. The statement below should
have been signed:
- Tom N1MM (N1MM Logger+)
- Tom DL2RUM (RumLog)
- Tom VA2VSQ (Win4IcomSuite)
- Chen W7AY (Icom Panadapter)
- Dave AA6YQ (DXLab)
I'll keep the group up to date on progress (or lack of progress) with
Icom on this issue.

Thanks to all the Toms.
If Dave wasn't on the team, you could just name it "TomLogger." :)

Today, Icom released updated firmware, version 1.10, for the Icom
IC-7610. Unfortunately, this update contains a defect: the packets that
convey spectrum data are missing the header required by the CI-V
protocol. As a result, the Spectrum-Waterfall windows maintained by
Win4Icom, RumLog, N1MM, and DXLab are inoperative.
Icom has been notified; hopefully, they will issue updated firmware
with
the defect corrected. Until then, we recommend that users who rely on
the Spectrum-Waterfall window remain with firmware version 1.06. If
you've already upgraded to version 1.10, you can revert to version
1.06.
