The NAQP SSB contest is advertised as an SSB contest. The organizers
also sponsor an NAQP CW contest and an NAQP RTTY contest which are also
specific to those modes. But, again, those contests are advertised as
being mode specific, so it seems logical that they restrict the modes.
The first paragraph on the Winter Field Day home page reads: "Winter
Field Day Association (WFDA) is a dedicated group of Amateur Radio
Operators who believe that emergency communications in a winter
environment is just as important as the preparations and practice that
is done each summer but with some additional unique operational concerns."
If their focus is "emergency communications", then I can see their logic
for excluding modes that are not adaptable or commonly used for amateur
radio "emergency communications".
It's their event, so it's their rules. And, it's up to them to deal with
the consequences of their decisions.
