I think that often it depends on the persons personal voice as to what is
hard to understand. I am continually baffled when DX stations get my call,
W5VX -  wrong. They want to say "W" instead of "V". I almost always say
Victor but often they come back with some variety of "W" even sometimes
...."Wictor".  I am not sure if they are really saying 'victor' and
mispronouncing or actually have the call wrong. I have actually had them do
the same thing on CW. 

I can't get mad because I my old ears hear all kinds too!

"A" is a tough one on SSB. (on CW, I love it and it's seldom busted)

 

Victor Echo Nine Alpha Alpha often sounds like VE9Delta Alpha on the DX end
for some reason. (My Canadian accent?)

 

If condx are trying and I am working DX slowly, I may go to VE9 "America
America". 

The DX seems to really like America vs. Alpha. (though it is much slower to
say)

 

If I am running a strong , fast, USA pileup on a quiet band, then VE9"Abel
Abel" works (and "Abel" is easier to say)

 

And for reasons I am still not sure of, sometimes the 9 gets busted as a
1...maybe because there are quite a few more 1's than 9's, (or I talk too
fast) so I find myself emphasizing the 9 much more than I normally
would.really stretching it out.

NiiiyNaah (or even NineR in rare cases)

 

As with most things in life (and radio contesting), you have to know your
audience and adapt to the changing condx.

 

I don't think there is one stock answer, so you need  more than 1 tool in
your toolbox !
