Jukka's
measurements are entirely correct. Message content and keying speed affect the clicks in addition to the shape of the CW envelope.

Jukka's measurements were of a relatively clean radio compared to the dirtier ICOM and Yaesu models. For those dirtier rigs, keying wave-shape will be more significant.

Also, the average power in the sidebands is not what matters, it is the peak power (i.e., the transients) that causes the QRM.
