Why would anybody operating from Canada use a call sign starting with X?

Hi John.
Try VE3ZF (VE2IDX).

Sorry, our "special calls" policy in Canada allows the same call sign to be
re-issued to a different party every year. It creates a lot of confusion
IMO.

In the CQ VHF Test last weekend, I worked XM3A in Grid EN95, one I have
never worked before on 6M. The QRZ.com info on XM3A is from 2020 and
another grid square. Maybe the current XM3A will read this and let me know
his identity. Any info or clues appreciated. Thanks. 73, John, K4BAI.
