[ct-user] Half-baud CW parameter

Is there a way to have CT memorize the setting of a half-baud ^ CW
spacing in the function keys?...i.e. F4 for W3^K^B.

I've tried everything I could think of, but once CT is restarted it
loses any half-baud settings.
