I'm not aware of a setting within CT 9 that could do this -- I always 
keep my computers on zulu time

You might check your autoexec.bat and any other .bat files you execute 
prior to using CT for a statement like

SET TZ = 8 -- I believe that there is a DOS command like TZ or timezone 
which will make calls to the system clock yield an offset value.  If you 
find a suspect line, rem it out and try again.  Also, you might try 
typing "time" at the c> prompt to see if the computer really believes 
that it is on zulu time -- I'm not sure if this would yield the offset 
time or the real time if TZ/timezone command was used.
