[ct-user] COMTSR settings vs. CT settings

There's a subtle difference in that you cannot set the IRQ or 
handshaking from within CT.  If you need a special setting aside from 
the defaults, you must use a command line switch when loading the TSR.

For example, you might need to load COMTSR2 -I15 to use IRQ 15 on com 
port 2.  Basically, you can override the speed of a comtsr from 
within CT, but not much else.

There's certainly no chance of anything "fatal" happening here.
