Here are Ken's release notes:

9.46

* fixed ALT F4 behaviour (tnx K3WW)
* CT now responds to input from the network, tnc and radio at all times. Slow
   typing into the  gab window no longer overruns the network. This should 
result
   in fewer dropped qso's between computers.
* Incoming pass messages do not automatically open the pass window
* Added ALLPASS and BANDPASS. Use BANDPASS in multiops to to accept passes
   only on the band you are on.
* Added DEBUG and NODEBUG text commands to enable and disable logging of
   COM I/O. This is useful for debugging radio interface problems.
* Fixed M/S QSY timer in CQWWx
* fixed single digit check problem in SS
