Hi Ron:
You are correct the keyer interface WILL NOT follow band changes, NOR is it
supposed to !!!

You will need 2 different interfaces !
One for the "Keyer Interface" and the other for "Rig Control" !!!

This means you will need 2 ports, both serial, or one serial for "Rig Control"
and one parallel for "Keying" !!!

You may have some conflicts that you should resolve before you start !!!
1) Do you have a PS2 Mouse or a Serial Mouse ?

2) Do you have a TNC or Modem on COM1: ???

3) If COM1: is used by a Serial Mouse, Modem or a TNC, you will HAVE to use
COM2: for your "Rig Control" port !!!

4) Do you have a printer connected to LPT1: ???

5) If so you will need to buy a second "Parallel Port: that can be configured
to LPT2: or install a "Parallel Port Switch so you can switch LPT1: between
the Printer and your CW Keying Interface .

A relatively standard configuration for CT under DOS is:
1) PS/2 Mouse
2) COM1: - TNC
3) COM2: - Rig Control
4) LPT1: - Printer
5) LPT2: - CW Keying Interface

As far as the specifics of "Rig Control", I can only refer you your rigs
manual.
NOTHING is STANDARD !!!! Read YOUR Manual !!!!

There are other issues that may also impact on your Computer/Rig interfacing,
such as incorporating something like a "Rig Blaster" into the mix.
