Depends.  Using the Neltec DVK, for example, you can select the record function 
and then press the Fn key to start and stop the recording.

The F1-F4 keys are tied to the LPT port.  The appropriate line gets pulsed when 
you press the F key.  You can use the keyboard define function to further 
define operations.  The INSERT key will send F3 and enter the QSO in the log.  
The + key will send F5 (his call) and F2.  Since you don't have an external F5, 
it can't send it.  Not much use when using an external DVK.  For that matter, 
is usually only helpful in CW, as most don't record the alphabet to send his 
call with a DVP.
